About the Programme
In 2022, the Mastercard Foundation in partnership with BRAC International (BI) will be announcing an initiative that will create a positive and measurable impact for 1.2 million adolescent girls and young women and 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.
BRAC International will implement an integrated and holistic model to address the various life cycles of a young woman living in poverty, ensuring she is able to transition safely from adolescence to adulthood. She will be equipped with the appropriate skills, tools, and access to finance to effectively exercise her agency and build a fulfilling and productive livelihood.
BRAC International is seeking applications from competent, dynamic and self-motivated individuals to fill the following position in BRAC Maendeleo Tanzania
M&E Manager (AD# MCFBMT-2217)
This position is responsible to provide technical support to all monitoring officers and relevant project staff members to ensure quality project monitoring and reporting.
RESPONSIBILITIES
- Lead the M&E team at the country level, build capacity of monitoring as well as relevant program team members to implement BI M&E functions as per standards policies and practices
- Implement a comprehensive strategy of project/program monitoring that identifies strategic questions, obtains appropriate information, and reports information in a meaningful way
- With support from Regional AIM, MEAL manager, take lead for operationalizing (Developing monthly/quarterly monitoring plan, ensuring timely and quality data collection, analysis and reporting as well as sharing the findings with program team members to support data driven decision making and adaptive program management) AIM program M&E framework for Tanzania
- Developing/revising project log frame/results framework and M&E framework along with various quantitative and quality data collection tools as per the need of the projects/programs
- Strengthen the monitoring setup in country and create and maintain an efficient data collection system and database for results management and progress tracking

- Develop reporting plan and produce high quality reports to comply with external (such as donor) and internal (such as BI sr. management team and management board) reporting requirement
- Work closely with BI research team members to design, implement and supervise evaluations (bas Contribute to learning and adaptive program management through timely processing and dissemination of monitoring findings and lesson learnt and best practices eline and endline) and other studies as per the program need
- Build capacity of monitoring team members and provide continuous technical support and strategic guidance to the team to efficiently deliver their responsibilities
- Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism.
Safeguarding Responsibilities:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation
- Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same
EDUCATIONAL REQUIREMENTS
- Masters’ degree preferably in M&E, statistics, social science or any other relevant field from a recognized university. Post Graduate diploma in M&E and/or research methodology is an added advantage.
SKILLS AND COMPETENCIES
- Understanding of technical, social and institutional issues relating to global development programs;
- Conceptual understanding and cutting-edge knowledge on effective monitoring and evaluation functions in a multicultural and multidisciplinary environment; Practical knowledge on dealing with results based monitoring and digital MIS. Theoretical and practical knowledge on conducting data analysis and reporting using various statistical software such as SPSS, STATA, or other statistical tools; Confidence on learning dissemination and knowledge management.
- Excellent verbal and written communication skill, report writing and presentation skills in English; Computer skills on MS office (word, excel, power point); substantial knowledge of IT applications/use of digital technology for project management, monitoring and supervision and familiarity with both mobile and web-based platforms for data collection, management and reporting.
- Self-motivated and pro-active, ability to work under pressure and meet deadlines, team building attitude, ability to work in a dynamic environment, demonstrate gender and cultural awareness.
EXPERIENCE REQUIREMENTS
- At least 7 years of leadership role and professional experience in Monitoring & Evaluation in large scale international development organization.
EMPLOYMENT TYPE: CONTRACTUAL
