Job Summary:
The Programme & Partnership Advisor, as part of a small team, will be working under the supervision of the Regional Director East/ Horn of Africa and the Pan-African Project Manager. His/her task will be supporting DVV International in non-formal adult education programming and policy development, and to liaise with the pan African platform to enhance advocacy and capacity development in ALE nationally and in the East/ Horn of Africa region.
Responsibilities
The Programme & Partnership Advisor will be assigned for:
• Supporting the MoEST in consultation with other key stakeholders in developing key directives and strategies in non-formal adult learning and education (ALE).
• Capacitating stakeholders in integrated ALE programming including preparation of training materials/ guidelines, and establishment of coordination structures across tiers of government.
• Identifying and establishing networks and cooperation among ALE stakeholders nationally and in East African region.
• Identifying content/ themes and areas of research in ALE nationally and in the East African region.
Communication
• Providing regular news and communication on ALE in the region including identification of potential authors from the region and local quality assurance of content.
• Developing communications and visibility materials for DVV International Tanzania.
• Liaising with the Pan-African Project Manager/Team to organise online and blended trainings and webinars.
Project Management
• Ensuring that all programme activities are developed and implemented in accordance with DVV International budget and guidelines.
• Conducting project reviews to assess project components, to measure achievements that can be effectively communicated to key stakeholders.
• Managing tender processes from design to review.
• Supporting the Regional Director in identifying funding opportunities and developing proposals for various donors.
• Planning and implementation of workshops, trainings and conferences, compiling reports of meetings, workshops, trainings, etc. and progress reports to donors.
Requested qualifications and skills:
• University degree preferably Masters in the field Education, social science from a reputable university
• At least 7 years’ experience in the local or international NGO sector in a similar senior position
• Understanding of adult education strategies and issues in Tanzania, regionally, and globally
• Knowledge of ALE stakeholders in the country and East African region, having already established networks with ALE stakeholders and academia in the region would be an asset.
• Strong analytical and project management skills.
• Strong communication skills to maintain a constructive dialogue with stakeholders from different countries while ensuring quality assurance.
• Strong writing and editorial skills.
• Profound writing, and communication skills in English and Kiswahili
