In 2021, UNICEF adopted a new Gender Policy and Gender Action Plan 2022-2025 (GAP) to advance gender equality and the empowerment of women and girls in key areas of UNICEF's work. The GAP specifies how UNICEF will promote gender equality across the organization’s work in alignment with the UNICEF Strategic Plan and supports the achievement of gender equality goals as outlined in Agenda 2030 and the Sustainable Development Goals (SDGs). The GAP programmatic framework defines a twin track for the 1) integration of gender equality outcomes across all Strategic Plan Result Areas, and 2) specification of ‘targeted gender priorities’ focused on advancing adolescent girls’ leadership and wellbeing. The GAP targeted priorities for adolescent girls are adolescent health and nutrition; education and skills; preventing child marriage and violence; menstrual health and hygiene, and social protection. It also describes a series of actions to establish a more gender-transformative workplace in UNICEF, including rolling out family-friendly policies and achieving gender parity at all levels of staffing.
Building on lessons learned from previous GAPs, UNICEF Tanzania is applying a gender-transformative lens to programme and policy efforts, tackling underlying barriers to gender equality and addressing traditional gender norms. This means stepping up our programming in several areas, such as partnering with men and boys as champions for equality; centering girls’ voices and leadership in programmatic action; and incorporating efforts to tackle gender restrictive norms at policy/budget, community, and individual levels.
During the midterm review of its current country programme and in drafting its new country programme, which began in July 2022, UNICEF Tanzania adopted gender-transformative programming approaches in alignment with global UNICEF programmatic priorities and strategies. Thus, UNICEF Tanzania is looking for technical support to facilitate a gender programmatic review (GPR) across sector programmes and operations to identify operational gaps and opportunities for upscaling gender-transformative results.
The GPR will guide UNICEF Tanzania to analyze and prioritize strategic areas in which to introduce new and/or strengthen existing programming for gender-transformative results. As the GAP emphasizes quality over quantity, the expected outcome of a GPR is the adoption or strengthening of at least two or three gender transformative programming priorities that the office can address with quality programming at scale in the new country programme. The GPR will also identify gaps, opportunities and recommend entry points for integrating gender equality results across programme result areas and operations endeavors.
In addition to supporting the GPR, this position will provide technical support to develop UNICEF Tanzania’s gender action plan, an office position paper on UNICEF programming for gender-transformative results, and a concept note on UNICEF Tanzania’s programming for gender-transformative results to be used in resource mobilization efforts.
How can you make a difference?
Under the general guidance of the UNICEF Tanzania Deputy Representative, the incumbent will work alongside the Gender Technical Working Group and chiefs of sections to conduct the gender programmatic review of the country programme to identify gaps and opportunities for upscaling gender-transformative results. The incumbent will lead the gender review aligning to the new GAP using the new UNICEF gender programmatic review tools and guides. The incumbent will also support additional tasks related to the advancement of gender equality and the empowerment of women and girls in UNICEF Tanzania as specified below.

UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.
ASSESSMENT / SELECTION PROCESS AND METHODS
The selection process will follow the normal SOP for individual consultancy The weight allocated between technical and financial proposal is 75/25 (technical/ financial).
Minimum technical assessment points are 50 points (50% of 75 points).
The following technical assessment criteria and points can be used for analyzing the proposals.
MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.
LOGISTIC AND LOCATION
This assignment is expected to commence in November 2022 and be completed in April 2023 (six months duration). Once the selection process has been completed, the contract supervisor will communicate with the candidate to reach an agreement on the start date.
The incumbent is expected to work full-time in the UNICEF Tanzania country office; however, some remote working will be considered.
This consultancy requires the incumbent to travel (international travel) for 2 days.

- • Gender Programmatic Review: Provision of technical expertise and leadership to guide UNICEF Tanzania Country Office to conduct a gender programmatic review using UNICEF GPR tools and guides. This will include designing review methodologies, tools, data collection, analysis and documentation of findings, and recommendations.
- • UNICEF Tanzania Country Office Gender Action Plan: Provide guidance and leadership to UNICEF Tanzania’s sector programmes and operations to develop a gender action plan detailing both integrated and targeted results areas with the focus of transforming gender relations, discriminatory gender norms and practices and power dynamics in UNICEF-supported programmes. The plan will be based on large consultations and including UNICEF staffs, development partners and Government.
- • Position paper: Develop a briefing paper to provide a concise overview of UNICEF Tanzania’s approach to achieve gender-transformative results, highlighting its unique features and concrete examples of good practice that show how the gender-transformative approach is being implemented by the country office. This paper will act as an internal resource to inform programming and will be integrated into related frameworks and guidance.
- • Resource mobilization: Drawing on the position paper, provide technical guidance and inputs for the development of a concept note on programming for gender-transformative results in UNICEF Tanzania to be used for mobilizing resources from both internal (UNICEF) and external donors.
- • Programme management, advisory and oversight support: Provision of high-level technical guidance and support to sectoral programmes and operations to strengthen the quality, and advance the delivery of, results on gender equality and the empowerment of women and girls in UNICEF Tanzania’s programming. This includes strengthening the quality of research and evidence on gender programming, supporting high quality reporting on gender results, and representation of UNICEF in relevant coordination bodies on gender at the inter-agency level and with development partners.

- Master’s level university degree in Development Studies, Social Policy, Gender and Development, Social Sciences, Public Health, Business Administration, or other relevant field.
- A minimum of 8 years of professional experience in development and humanitarian settings, with a focus on gender equality and women’s empowerment programming.
- Demonstrated experience with approaches to build capacity on the technical aspects of gender programming and analysis for a diverse set of stakeholders.
- Proven experience in designing and conducting gender programmatic reviews and developing gender action plans in development settings.
- Strong analytical, coordination, and partnership building skills.
- Excellent writing and verbal communication skills.
- Experience working with the UN or other international development organization; experience working with donor agencies and private sector engagement is an asset.
- Fluency in English, knowledge of other UN languages is an asset.
